This new journal has been presented as a continuation of the original Journal of Algorithms. Here is a summary of the emergence of the new journal:
The Editorial Board of the original Journal of Algorithms resigned en masse in 2003; details on the resignation are here . Papers processed by that editorial board continued to be published as new issues of the Journal of Algorithms, up to and including the April 2007 issue, Volume 62 Number 2. The next issue (62,3) is entitled Journal of Algorithms in Cognition, Informatics and Logic. Because of the linkage to the original Journal of Algorithms, libraries cannot remove the new journal from their subscription packages, if they previously contained the Journal of Algorithms.
Many of the "most-downloaded" papers, as listed on the website of the new Journal of Algorithms in Cognition, Informatics and Logic, were processed by the editorial board of the original Journal of Algorithms.
In March 2007 invitations to join the Editorial Board of Journal of Algorithms in Cognition, Informatics and Logic were sent out. The packet included a document that appeared to be a list of members of the Editorial Board. This list has been circulated to many others. Actually this list was only a list of scholars who had been invited to join the Editorial Board. Many members of the TCS community were on the list. (This includes several who resigned from the Journal of Algorithms Editorial Board in 2003!) Many of these colleagues were entirely unaware that their names were on the list! Others declined the offer, and requested to be removed from the list. In May a corrected version of the list started circulating. In this version most members of the TCS community have been removed. However a number of colleagues who remain on the May list should have been removed: Christos Papadimitriou has declined the offer to become an Executive Editor. Leo Guibas, Stefano Leonardi, Gordon Plotkin, Paul Vitanyi, Emo Welzl and Ronald de Wolf have all declined to be members of the Editorial Board for Informatics, and David Harel and Peter Shor also will not accept the invitation.
Lance Fortnow's May 28 blog entitled Elsevier Happenings gives some more details including other journals. We will continue to try to clarify the confusion surrounding the status of the new journal and its editorial board.

is moving to a new publisher.
