Professor Douglas Sicker has been selected as a Senior Advisor to the Federal Communications Commission (FCC) National Broadband Plan, where he is leading the task force on research and development recommendations. In this role he is part of a knowledgeable group of experts hailing from industry and academia who will carry forth discussions and forums designed to synthesize FCC recommendations to be included in the National Broadband Plan report to Congress, an element of the American Recovery and Reinvestment Act of 2009 (ARRA).

The comprehensive National Broadband Plan is due to Congress by February 17, 2010, and must meet the ARRA goal of increasing broadband access nationally and particularly to areas lacking access and with an additional goal to developing employment opportunities and benefits. Ultimately, the National Broadband Plan is expected to position the United States to lead the world in broadband networking.

On November 23, 2009, Professor Sicker moderated the FCC Workshop held to allow for the discussion of multiple facets of broadband research. The workshop was designed to give voice to industry, academia, government and the public to come together in a collegial format to offer recommendations to the FCC on a scope of broadband research topics. Panel participants included such notables as Vinton Cerf, Google; Daniel Atkins, University of Michigan; David Clark, Massachusetts Institute of Technology; Chip Elliott, BBN Technologies and GENI; and the CTOs of Motorola, Telcordia and Bell Labs.
